Building a More Resilient Texas: LCRA’s Private Network Evolution

LCRA's Private Network Texas Private LTE and 5G

Vertical: Utilities

Application: Grid modernization, mission-critical communications, SCADA

Ecosystem: Ericsson

Private Network: LTE (5G-ready)

The Lower Colorado River Authority (LCRA) is embarking on an ambitious infrastructure project that will reshape utility communications across Texas. Through a partnership with Ericsson, LCRA will deploy a private LTE network spanning 68 counties, establishing a secure foundation for next-generation grid operations.

This network represents a critical upgrade for LCRA’s communications infrastructure, enabling mission-critical push-to-talk, enhanced SCADA capabilities, and robust support for electric cooperatives and government entities. The deployment features Ericsson’s dual-mode 5G Core solution and comprehensive RAN infrastructure, preparing LCRA for future technological advancement while addressing immediate operational needs.

Security stands at the forefront of this initiative. With round-the-clock monitoring from Ericsson’s Network Operations teams, the private network will strengthen LCRA’s defenses against both natural disasters and cybersecurity threats. This enhanced protection extends to millions of Texans who rely on LCRA’s services.

The project’s initial phase begins in Q1 2025, marking the start of a multi-year modernization effort. For LCRA Executive VP Stephen Kellicker, the network provides essential control and security capabilities that align with the organization’s mission to serve Texans reliably and securely.

“A private LTE network will provide LCRA with additional capacity, control and security capabilities that are essential to our role as a leading public utility in Texas. We are committed to enhancing our operational capabilities while helping to ensure the highest levels of security and reliability in our service to Texans,” said Stephen Kellicker, LCRA executive vice president of Enterprise Resources.

This deployment reflects a broader industry movement toward dedicated private networks for critical infrastructure. As utility providers face increasing operational complexity and security challenges, LCRA’s investment demonstrates how private LTE networks can deliver the performance, reliability, and security required for modern grid operations.
